The one smart card has its own unique ID which is stored in CAS database. Card must be used with STB (set top box) or CAM (condition access module) which supports actual CAS.
Smart cards are programmed by manufacturer using special programmer. Smart card programmer can be purchased from us. It is special kit, including the license, for CAS.
Subscriber ID can be changed later by the operator, operator ID cannot be changed in the future. Thus, once programmed, the card belongs to the operator, which has programmed it.
